Seismic Rehabilitation Grant Program (SRGP) Project

Tenmile Rural Fire Protection District is undertaking a seismic rehabilitation project funded through the Business Oregon Seismic Rehabilitation Grant Program (SRGP). This program provides funding to improve the safety and resiliency of critical public safety facilities so they remain operational following a seismic event.

Our fire station plays a vital role in emergency response for the community, and these upgrades will help ensure the facility remains functional and safe during and after a major earthquake.

Grant Application Process

The district partnered with WRK Engineers to assist with the preparation and submission of our SRGP grant applications and the development of the project.

Tenmile Fire first applied for the grant during the 2022 SRGP cycle, but the project was not selected for funding. Determined to continue improving our facilities and strengthen our application, the district reapplied during the 2023 cycle.

In January 2024, Tenmile Rural Fire Protection District was successfully awarded funding through the program.

Since the award, the project has progressed through design, planning, and procurement phases. Throughout the design process there have been many planning meetings and check-ins between district leadership, the Fire Chief, WRK Engineers, and MCA Architects to ensure the project supports the operational needs of our firefighters and community.

Project Development and Community Participation

Community involvement has played an important role in the project.

Citizens and members of the district served on the selection committee responsible for reviewing proposals and evaluating firms for the Construction Manager/General Contractor (CM/GC) Request for Proposals.

The Tenmile Fire District Board of Directors served as the Local Contract Review Board, providing oversight of the procurement process and ensuring transparency and compliance.

Following the evaluation process, the district selected CB Construction, based in La Grande, Oregon, as the Construction Manager/General Contractor (CM/GC) for the project.

Construction and Operations

Construction is scheduled to begin April 1, 2026 and is expected to be completed by August 2026.

While we remain fully committed to being response-ready at all times, community members may notice some temporary adjustments during construction, including:

  • Temporary office relocation
  • Modified vehicle staging logistics

We appreciate the community’s patience and support as we complete these important upgrades that will strengthen our facilities and help ensure our station remains operational during future seismic events.

Funding Partner

Business Oregon administers the Seismic Rehabilitation Grant Program (SRGP), which provides funding to improve the seismic safety of critical public safety facilities. This grant made it possible for Tenmile Fire to strengthen and improve our station so it can remain operational following a major earthquake.

WRK Engineers

Engineering and Grant Support

WRK Engineers partnered with the district to assist with the SRGP grant application process and provide engineering expertise throughout the planning and design phases of the project.

MCA Architects

Architectural Design

MCA Architects served as the project architect, working closely with the district and engineering team to design the seismic upgrades and coordinate improvements to the fire station.

CB Construction – La Grande, Oregon

Construction Manager / General Contractor

CB Construction was selected through a competitive procurement process to serve as the Construction Manager/General Contractor (CM/GC) for the project and will oversee the construction phase.

The Board of Directors served as the district’s Local Contract Review Board, providing oversight of the procurement process and ensuring transparency and compliance with public contracting requirements.

What is the Seismic Rehabilitation Grant Program?

The Seismic Rehabilitation Grant Program (SRGP) is administered by Business Oregon and provides funding to improve the seismic safety of critical public safety facilities such as fire stations, schools, and emergency service buildings.

The goal is to ensure these facilities remain operational after a major earthquake.

Why is Tenmile Fire upgrading the station?

Our fire station is a critical emergency response facility. The seismic improvements will strengthen the structure so it can better withstand a major earthquake and continue operating when the community needs emergency services the most.

How was the project funded?

The project is funded through the Business Oregon Seismic Rehabilitation Grant Program, which Tenmile Fire successfully obtained during the 2023 grant cycle.

The district previously applied in the 2022 cycle but was not selected, and reapplied the following year with a stronger application.

Who worked on the project planning and design?

The district partnered with:

  • MCA Architects – Architectural design services

When will construction occur?

Will fire and emergency services still operate during construction?

Yes. The district will remain fully response-ready throughout construction.

However, community members may notice temporary operational adjustments including:

  • Temporary office relocation
  • Modified vehicle staging logistics

These changes will allow construction to proceed safely while ensuring emergency services remain available.
