Currently there is an SBA โ Disaster Loan Outreach Center open in Roseburg at the Roseburg Public Safety Center in the Third Floor Salmon Conference Room (Room #303).ย The Roseburg Public Safety Center is located at 700 SE Douglas Avenue in Roseburg.ย ย SBA customer service representatives will be on hand at the Disaster Loan Outreach Center in Roseburg to answer questions and assist with the disaster loan application process. No appointment is necessary, walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so atย appointment.sba.gov.ย Businesses and residents can also apply online atย https://lending.sba.gov.ย The SBA โ Disaster Loan Outreach Center will be open Monday through Friday, 8:00 am โ 4:30 pm.ย

On June 30, 2025, the SBA announced the opening of aย ๐ฆ๐๐ย โย ๐๐ถ๐๐ฎ๐๐๐ฒ๐ฟย ๐๐ผ๐ฎ๐ปย ๐ข๐๐๐ฟ๐ฒ๐ฎ๐ฐ๐ตย ๐๐ฒ๐ป๐๐ฒ๐ฟย in Douglas County to assist small businesses, private nonprofit organizations and residents affected by the March 2025 Declared Emergency Flood Event.ย Through this program, SBA lending opportunities and resources will be available to those Oregon businesses, homeowners, renters, and nonprofit organizations in the effected flood areas.ย SBA is offering the following types of disaster loans:

โขย ย ย ย ย ย ย ย ย ย ย ย Business Loans (up to $2M for physical damage)
โขย ย ย ย ย ย ย ย ย ย ย ย EIDL (Economic Injury Disaster Loan) for economic losses (up to $2M)

The Oregon Department of Emergency Management (OEM) announced on June 25, 2025, that the United States Small Business Administration (SBA) approved Oregonโs request for SBA Administrative Declarations following a gubernatorial declaration of disaster from severe storms, flooding, landslides, and mudslides that occurred in several Oregon counties in March and April of 2025.ย ย

The recent tragic events in Texas have spurred local interest in what the State and Federal Government have done for Oregon Counties following the March/April 2025 Declared Emergency Flood events.ย While we cannot speak for other counties, we can provide information specific to Douglas County.

As of today, Douglas County Government has not received any financial assistance or reimbursement from the State of Oregon or Federal Emergency Management Agency (FEMA) for the March 2025 Declared Emergency Flood Event.ย ย The Douglas County Commissioners along with Public Works, the Sheriffโs Office, 911 Communications, Emergency Management, Parks, Solid Waste, Management & Finance, and several other County Departments without hesitation swiftly activated emergency response efforts during and immediately following the March 2025 Declared Emergency Flood Event. These included rescuing and assisting victims; declaring a state of emergency; coordinating response efforts with local cities and responders; repairing roads, bridges, and infrastructure; conducting damage assessments; and gathering necessary documentation.ย

The County diligently documented, compiled, and submitted all required reimbursement and financial assistance requests to the State of Oregon, who submitted a request to FEMA following the disaster.ย

The federally designated Long-Term Recovery Group (LTRG), Glide Revitalization (Glide Rev) has received some funding from the State of Oregon to assist homeowners and businesses impacted by the March 2025 Declared Emergency Flood Event.ย You will need to contact Glide Rev for more details about the funding they received.ย ย Businesses and residents seeking disaster assistance related to the March 2025 Declared Emergency Flood Event are encouraged to contact the federally designated LTRG (Glide Rev) for information and available resources.ย Visit Glide Rev atย https://gliderev.com/ย or call (541) 671-0189.ย
